During Geoff Johns run, Captain Cold was defined by the author as the de facto leader of the Rogues and their heist planner.
But, actually, when I read the the Silver Age first appearance of the Rogues as a group (Flash #155, even though the villains all appeared in Flash #130), it was Sam Scudder (and not Leonard Snart) who proposed to the Rogues to work as a team (NB : Grodd was also involved in the same story).
In Flash #130, it was also Scudder (and neither Snart nor Jesse) who was smart enough to use a patsy (Paul Barrett, an attorney) who disguised himself as the 5 villains and as the Flash, thanks to that the Mirror Master was able to escape from jail.
Also, Mirror Master was the one and only Rogue who died during the Crisis, at the same time than Barry Allen.
IMO, before the Crisis, Mirror Master was the Alpha of the Rogues.
Snart is the "Rogue among Rogues" not only because he was the first recurring Rogue of the Silver Age but also because, years after the Crisis, he and Mardon were the only ones still active, all the other founding members were no longer around :
- Dillon was dead before the Crisis
- Scudder was dead during the Crisis
- Jesse left Central City, just after the Crisis
- Harkness was a member of the Suicide Squad
- Rory went straight
- and, of course, Lisa Snart was murdered.
