Don't read the Flash books outside of Titans and New Teen Titans, so my comments relate to the CW:

I've been reading a lot of Wolfman's New Teen Titans lately. To me Wally is portrayed very differently there than he was in Barry's Flash series. Titans Wally has a shitty attitude IMO. He's always talking about wanting to quit and how he never wanted his powers...yet when he got them in Barry's series he loved every second of it. He's kind of a morose whiner in Teen Titans but he was a real go getter when he was Barry's sidekick. Titans Wally seemed kind of self absorbed...even when he quit he's annoyed people didn't make a bigger deal of it.

I think TV Barry is a mesh of comic book Barry and Wally: Grant's Barry is nowhere near as serious as my opinion of Barry Allen, yet also has Wally's reluctance. While in the books Wally's angst was related to being better than Barry. TV Bally angst is just as real, but more to do with being a 'good' hero. So the angst is there, but just not for the same reasons. I have never come across a Barry Flash that had angst about his powers or being good enough.

TV Wally is a combination of Wally and Bart ( comic book Wally was so amazing, they had to break him into two!!!). TV Wally has the great desire to serve that comic book Wally, but he is just as reckless as Bart. Going up against and losing...BADLY against Savitar was.....awesome?!!? Reaching for the Philospoher's Stone in the first place in order to get 'perceived' powers back, was reckless too. TV Barly just isn't fun like comic book Bart. If they would inject the child with a sense of humor....that would better serve the character fusion.

I don't see Bart in either CW Barry or Wally. At all. Bart was a bit wild. I think they're saving him for a later season to show a light hearted speedster. Everyone else is such a downer. Except Jesse I guess.
