Earth-2 as we knew it is gone. However, because it once existed, there was a template to be used that was followed to some degree for its recreation. I believe the intervening 20 years simply didn't exist to the perception of Earth-2. While it's possible that they may choose to portray Earth-2 as being booting up in the 1980's, they'd have to do that with all the non-Earth-1 universes, and that seems cumbersome. I perceive it as being current-day over there. Since this is not the same Earth-2 but a very close facsimile, the origins are largely the same but the timeframe is different. The original Robin was introduced in 1940 (our time), and let's say for the sake of conversation that he was 10 when he was intro'd. (Batman afficionados, please feel free to correct me on this point.) That would him 78 years old now using a linear timeframe. However, the years from 1985-ish to now really didn't exist for him. Therefore, I would rationalize that the current Earth-2 Robin is the same age he was when Earth-2 ceased to exist back in the mid-80's. However, his personal history has shifted such that he actually became Robin in the early 1960's. And his recollection of his life is linear, with no huge 20-year gaps in it. Creating the Earth-2 dimension is like tossing a rock into a pond. The point where the rock causes the ripples is "now". The ripples travelling to the right are filling in the details of the future, and the ones rippling to the left are filling in the robust experience and details of the past. (And in this metaphor, the ripples going up and down would be filling out the other dimensions.) Presumably that past for the Earth-2 characters is not going to consist of some perception a blank void for 20+ years. It is simply going to be tweaked such that they perceive their own uninterrupted lives in such a way that works with "history". For example, perhaps some character whose origins are tied to the Korean War might now be tied to the Viet Nam war to account for the time shift. Short version: yeah, I think he's only 50 as well.
