That page was part of the JSA annual: Welcome to Earth 2.
And it has been published already.

Nothing was said about the time, which has passed since their version of the Crisis. Also the parallels can be on different points in their histories/timestreams. But till now, we pretty much don't if that is the case with the New Earth 2.
