It's a scam. The pro-regs have been nothing but manipulative to the American public as if they were mindless ants who needed their so called wisdom. They even have a super-hero named Hercules in the new Champions team.

It is possible that Stark was able to reverse engineer some Galadorian Tech from recent encounter with Rom and Starshine(Brandy Clarke).
Plus Galadorian tech from Turbo's suit.

Hence the name Spaceknights...can't wait to see Rom's kids come to their native home earth taking names and cause some havok!! Terminator's a Badass.
