There was a recent encounter with Rom and Starshine (Brandy Clarke)? If so, then how'd Brandy Clarke regain her Starshine armour?

IMO, Spaceknights would have been a better name for Florida's team. What's so spacey about Chicago?

There wasnt. ROM is in comic book limbo in either human or cyborg form. The Spaceknights miniseries a few years back shows Brandy leading Galador in the absence of ROM after the ship ROM was on (in human form) was attacked by the new Wraiths. ROM's body was never found thus he is listed as missing....until copyrights are settled \:\)

The old TORPEDO armor that Turbo later used was made by Wraiths to battle ROM but I dont recall it being made from Galadorian tech.

However when Brandy was stripped of the Starshine armor on Earth, it was left on Earth.....so if Tony DID get his hands on it.....
