I thought the issue was pretty good, there was just a lot of wasted space/dialogue. Did we really need 3 pages of Cap vs Punisher? No, 3 panels could have worked out. I know McNiven loves to do big panels and such, but he could also start using smaller panels making the issues more compact. Yes, his art is beautiful. But when there is an option of condensing it so we can get more pages/panels, I'm all for that...

..like HOM, I find this whole CW thing story-light and padded with nonsensical scenes that really do nothing, and have little characterization.

What was the point of killing the Jester, Jack O'Lantern, Gold Bug, and the Plunderer? Wouldn't killing one have made the point more dramatically? Killing all four smells like Scourge De Jour to me.
