Sakutia, the disease in question, didn't give him his powers, it was the ray-cure his parents tried on him which did that.

The recent "Beast Boys and Girls" Teen Titans story which suggested that it was the virus which had done it, didn't make much sense that way.

Kent Shakespeare of the "Five Years Later" Legion, was a case of a virus giving powers

I know, but I was referencing that exact story and figured that they had changed his origin. (I'm not completely up on all of my DC history.) Perhaps there is another virus...I believe it's Latin name is Retconnus.
