Looking at this from a different perspective, this reminds me of the Salem witch hunts. It also reminds me of the Nazi invasion of different countries, with Cap's team being akin to the Jews, hunted down and imprisoned. There was an old saying; "First They Came for the Jews First they came for the Jews and I did not speak out because I was not a Jew. Then they came for the Communists and I did not speak out because I was not a Communist. Then they came for the trade unionists and I did not speak out because I was not a trade unionist. I wouldn't side with Communists OR Nazis. Capt. America over-reacted, adn realised he should have done it differently in the end.
