How exactly does this make him more interesting? Before, he was a concerned father, protecting his daughter out of guilt. Now he's just another Mandrill/Purple Man knock off, only they do the insane mindcontrol thing better/more scary.
I'm not sure, but I think it has to do with the fact that I haven't read a story with the Puppet Master in a long time (since I don't buy the FF book and haven't for years). And from what I do remember of the stories I read, his motivations and actions were always similar. This is a new take on the bald-headed weirdie, and so far I like it.
