Assuming you are going to start with the first tpb...

The first tpb is a mystery story, and it is probably the weakest of all the stories. The writer uses the mystery story so that the readers can be introduced to all the main characters in a short time, and still make it seem like its not forced. The 2nd and 3rd stories is where the book really becomes great. So basically I'm just telling you to stick with the series, and don't judge it by the first story alone.

I didn't start with the first story, but with the one shot The Last Castle. That's probably how I would recommend for anyone to start the series.

I'd always reccommend reading things in the order of publication when possible. It aids in the comprehendion of what's going on and doesn't leave you knowing twists and turns ahead of time.
