Keep in mind, there's been at least one other appearance of a Cyclone wearing that outfit since the original's death - a Marvel Comics Presents issue (I forget the issue number) that featured a bunch of villains at a Bar With No Name (including the Headmen, of whom Shrunken Bones made it on to the cover of the issue).

Yeah, I know about that, but he was explained away, and even died, in one of the Handbooks, so I'm thinking the Cyclone in WAR CRIMES is a Skrull (or at least would be a good explanation for seeing him there, anyway).
