IIRC Falcon has been just a Registered SHIELD super-operative and not a Team member. And come to think of it the Jackpot/BS kinda proves (joy joy) that 2 parallel realities are running simultaneously as the Mighty Avengers should be the sole Team from NY.

Why would the Mighty Avengers be the sole team for New York again? Because you say so? With the Mighty Avengers being the state team AND a global team, why wouldn't they have 50 State Initiative operatives in States in addition to their official teams? They do, and Falcon, Blue Shield and Jackpot have all been depicted as card-carrying Initiative operatives (although Tony has agreed to let Falcon pretty much do his own thing). Falcon hasn't been a SHIELD Super Agent for some time. He wasn't in Geoff John's Avengers run, or where he appeared next in Cap and Falcon, which ended right at the start of Brubaker's run, and he isn't in Brubaker's run. They made a point that Falcon had to register to attend Steve's funeral.
