I know he may not have intended it, but....

it was his idea to form the group and attack the Skrull throne world resulting in their capture which the Skrulls use to duplicate their powers and walk undetected.

His technology runs the U. S. government and SHIELD meaning it as access to just about all the world's databases.

He was the main proponent of registration and the 50-state initiative which the Skrulls used to infiltrate the superhumans and get information on all of them.

He is the one who claimed to be able to predict things due to being a "futurist."

Tony has always been a great inventor and business man, but never a leader.

Which was very foolish and arrogant as if being said that they were the smartest people on the planet earth meant the whole universe and it doesn't matter how smart you are if you're not clever enough to use it.

Sadly for the world, he thinks being a industry futurist is the same thing as being a military and political one and believes he can create a perfect world, which is a delusion that he's having, which he's forcing on the U.S. for some through manipulation and perhaps soon the world.

Cap was the one who was right. He wasn't against the training, but the method, and he knew that Tony was arrogantly underestimating the world, including the bad elements, but actually Tony believed he was smarter then most everyone and used heroic imagery and pseudo-patriotism to hide the mistakes and flaws of SHRA.

Not only did it provide the means for the skrulls, but people like the Hood.

He greatly overestimated himself since he was surprised that skrull have invaded and he pretty much help create the war between the super-heroes just like Cap said. He made what he so called predicted happen.
