Is that a villain should be sufficiently well-characterized that they can function as a POV character for a working narrative if need be. Basically, if they're not sympathetic or at least relatable, they should be evil in an interesting way. Bullseye, who narrated Daredevil #181, falls into this latter case when written well; when written badly, though, he doesn't even have the depth to work as a psychopath.
