Nick Fury (or whoever is in charge of SHIELD)

Any of the alien races who have provided weapons and tech to the X-Men and others (Shi'ar, Celestials, even Galactus).

Doctor Doom (This was the entire point of the Bendis Secret War mini. Latveria was providing technology to battle-suited criminals. The Tinkerer was involved too.)

Reed Richards

ONE (Sentinel tech)

Q (James Bond)

Desaad (Provides analysis of technology for Darkseid.)

Any of the engineers on Star Trek (Scotty, Geordi, especially the guys on Enterprise.)
