The Punisher's original armorer was murdered by the Jackal in his first appearance, and used to frame Spider-Man, I recall.

SHIELD has had Sidney Levine and "Boothroyd" in their equipment department since the Sixties, as well as Tony Stark designing their weaponry.

Justin Hammer's role as underworld equipment manager was what made him a force to be reckoned with in Dave and Bob's Iron Man. The same idea was used to great effect with Lucia Von Bardas in Bendis!'s Secret War.
