My definition of iconic is how recognizable they are outside to the average Joe/Josephine on the street. In other words, movies/TV is a big factor. I'd rank them like this:

Group 1 - the Merchandise Maniacs
1. Spider-Man
2. Hulk
3. Wolverine
4. Captain America
5. Iron Man
6. The FF
7. Punisher

Group 2 - Mostly B-movie stars or villains
8. Daredevil
9. Storm
10. Electra
11. Blade
12. Ghost Rider
13. Thor
14. Magneto
15. Mystique
16. Doctor Doom
17. Bullseye
