When Peter David took over She-Hulk he wanted to take the character in a new direction. Suddenly she was a bounty hunter, away from the firm, and traveling with the Super-Skrull's daughter. It was two green gals on the road with Jen doing a lot of introspection after Civil War and WWH. PAD stated in an interview that he had no idea the character was going to show up both in the New Defenders and Hulk, working alongside Stark, who used and abused her. That contradicted what he was doing in Shulky's solo title. Thus he wrote a story in She-Hulk where Stark and SHIELD bail Jen out a bad spot and Stark apologized(he wrote "I'm sorry" on a note he passed to her). If anything PAD went out of his way to explain why the two characters might be working together after everything that went down between them. I would point the fingers at whatever editors are involved, not coordinating plans for characters between creative teams. It's a thing that seems to happen a lot these days.

Also, the new Lady Liberators is the brainchild of Loeb, not Peter David. The team is going to be formed out of events started in Loeb's Hulk title.
