That skrull who took over Hydra, used it's resources to throw a few fights/confrontations against Captain America. "Cap-mania" grew to insane levels (this is during "Heroes Return", so the Avengers, et. al have just "returned from the dead"), and then impersonated Cap.
As Cap, the skrull got on nationwide t.v. and revealed his two compatriots as skrulls, announcing that 1 in 20 people in America was a skrull. Americans everywhere should help Cap by beating up everyone who acts suspicious or different because they must be a skrull.
It worked, for the most part. If skrull-Cap hadn't gotten cocky at the end and made it personal against Cap, it would have caused a lot more damage than it already did.
