Marvel doesn't own the rights to the Micronauts. That's why the title was canceled. Marvel thought they could get the rights easily, and started development on the title. But they couldn't get the rights in the end.

Well the biggest problem here is that projects usually make it to the shelves, just in an altered form. Maybe a creative change or a change in the story. One example would be Thor by Gaimen, then Millar, then ultimately JMS.

Some that I remember, mostly recent stuff.

NYX MAX - When the MAX line came about, Marvel was going to do a mature X-Men title named NYX. It would focus on Gambit, Rogue, Jubilee, and some other characters. It was going to be an extremely adult look at the characters, such as featuring Rogue's sex toy collection. Marvel thought that the book was too extreme and cancelled it. David Choe the artist went ballistic and started personally attacking Quesada. Brian Wood the writer took the story and transformed it into his creator owned work Demo. Marvel would later do their own NYX, but without being a MAX title and featuring the X-Men.

Silver Surfer: The Lost Adventure - During the end times of Harras's years as EIC, Jose Ladronn was going to do a Silver Surfer graphic novel. It was a sequel to a 60's story featuring Dr. Strange and Iron Man as well. Due to contractual disputes, Ladronn wasn't hired by Marvel and the project didn't happen.

Young Ancient One - An ongoing designed for the Epic line in the early 00's. It would obviously focus on the Ancient One when he was younger, with a swords and socery vibe to it. When Epic was axed, so was the title. Other Epic titles were cancelled, only to be put into an Anthology. That Anthology was also aborted.

Night Nurse - A MAX miniseries dealing with the character and her interaction with the supernatural by Gail Simone. Didn't happen probably because it would have sold poorly. Later BKV and Bendis used the character.

Millie the Model - A reinvention for the character to happen during the Jemas era. Never happened, probably because it would have been aimed at young female audience.
