    You've listed all these villains, but haven't said WHY they should join The Hood or Osborn's teams... can you elaborate...

He is one of the most proficient combatants of the MU.
He does not have any superhuman powers, he is still a very dangerous as it is considered that Crossbones is one of the world's best hand-to-hand combatants, with extensive training in street-fighting, military training, with various forms of martial arts, and has been taught by Taskmaster. He is also an expert marksman with guns, bows, and throwing knives.

He has gone up against Steve Rogers many times which went to stalemates and he even won one a few times, even when lost he made sure that Rogers deserved it.
He has also gone up against DD as well, took a shot at Kingpin when he was in his prime and had a brutal fight-out with Bullseye as well and more recently had skirmishes with Wolverine and went up against Bucky/Winter Soldier. .

These guys are all considered to be with in the top 5 – 10 fighters within the MU. He went up against these guys and handled himself fine. Especially with Steve Rogers.
IF Rogers won it was a hard-fought victory. Considering that Rogers is considered the no.1 – no.2 (considering who you ask) combatants in the entire MU, which says something about Cross ability.

Although right now he is not doing anything at the moment these days, the thing with Crossbones, he seems to have parallels in his own ‘career’ with Bullseye. He almost seems to be in the position where Bullseye was a few years back. He is synominous with he ‘Boss’. Where Skull was he was not that far behind, just as with Fisk and Bulls. And where once Bullseye was considered to be DD physical match and could go toe-to-toe and at times even beat his arch-enemy, he went through a period of being punked-out (mostly during Bendis run) where he got his ass handed to him in some very one sided fights and even ran away from Electra and DD. Same thing has happened to Crossbones recently, where he got consistently whooped by Bucky, got punched out by Wolverine and got sent jail twice. Also they mainly appeared in only their enemy’s book. Although that was for obvious reasons, it was not until Bullseye got drafted over to be part of the Thunderbolts team that he finally got elevated to not just the badass arch-enemy of Daredevil but to also being a badass enemy to the MU.

This was achieved by the fact that being part of the Thunderbolts got him away from the usual crowd and got him going up against fresh faces such as Spider-Man, Skrulls, Moon Knight, a Hulkbuster robot, Deadpool etc. He really seems to be a character/threat in his own right. The same could happen to Crossbones!

If he was recruited to the now black-ops Thunderbolt team, he would be the perfect member. I see him taking up the role of Bullseye, where he would be their ‘secret weapon’ thanks to his association with the assassination of Steve Rogers, and only be used on special occasions and emergencies. But to his credit, Cross does seem to be a bit more of a team-player than Bulls. This has been shown a number of times, such as when he became the defacto-leader of the Skeleton Crew when Magneto buried Skull alive and when the team was in place he generally seems to get along enough with them. Same thing has happened when Burbaker took over. He was seen that he was once again working well with the Skeleton Crew, when the believed the Skull dead he became the defacto leader again, took it upon himself to bring Sin back and then went back to being a team-player when he knew that the Skull was back.

Come to think of it, I think by the end of ‘Dark Reign’ the Thunderbolts team will once again be shaken up – imagine if Bullseye and Crossbones was on the same team?! That would bring the internal friction that makes teams interesting. Think Wolverine and Cyclops or Hawkeye and Captain America when they first got on the team together…
