Actually, this scenario takes place before the JLAvengers comic series
back in the 2000's, but I can see someone at the merged comic company
probably using TOAA for a plot device in the DC verses Marvel
miniseries which would possibly be a maxi-series in this scenario.
Maybe TPTB at AC would've still created the Brothers for the DC
verses Marvel (if it's called that after the DC/Marvel merger)
mini or maxi.
Anyway, here are some theories of mine about this scenario.
Wonder Woman & Thor would've definitely been drawn to each other
because of their personalities and valor (if someone at Action Comics
were to actually go there with those comic characters).
Bart Allen, Isis & Jai (the latter two are Wally West's kids) would've
been classified as mutants and Bart would probably visit the students
of the Massachusetts Academy, who're also the teenage mutant
team, Generation X, with Max Mercury along with him, I guess.
Jericho, Rose Wilson, Eddie Bloomberg (Kid/Red Devil), Lilith Clay,
XS, Jade & Obsidian would've been categorized as mutants as well as
anybody else who were born with their powers in the Action
I can see Bart Allen being outed as a mutant (at least when he's Impulse)
and some mutant hating racists would called him mutie and/or try to hurt him.
Also, Mister Sinister's Marauders would find and capture Bart for him
to experiment on (including knowing about the Speed Force and
Bart's connection to it).
These latter events would've probably taken place during Bart's time as Impulse.
I can see The Punisher going after Lex Luthor, while he's a
candidate for presidency, but Superman would certainly not let
Frank Castle (Punisher) off Luthor whether he wins the presidency or not.
And of course, Batman will also be with Supes to stop Frank from
assassinating the sneaking ratbag as well.
In the end, Supes would convince Frank that he, Bats
and others will handle taking Luthor down, but they'll do
it the right way. And even if Luthor, they'll still continue
to turn the tide on Lex anyway they can.
Out of respect for Supes, Frank decides not to go through
killing Luthor and let him and others handle the ratbag.
This story is likely to happen in either a Superman comic book
or another comic book series (if some writer ever do such a story like that).
