It's suppose to be black. You can see the costume is identical in color to the Black Panther's, and you will have a hard time convincing someone that the Black Panther is actually the Blue Panther. In the same way, Wolverine doesn't have blue hair.

The problem comes from the printing process of comics in earlier decades. It was impossible to really show a black costume, so they would use black with blue highlights. Spider-Man, the original X-Men, etc. all had black in their costumes. But over time, this black changed to blue in the eyes of the fans, and it's become accepted. So now we think of Spider-Man of being red and blue, instead of the original red and black.
