    There is NOTHING stopping Norman from going team to team and asking the members to re-supply the information. But then, that'd be on the members' heads instead of Tony's. It's the ones that DO oppose Osborn that Tony wanted to protect.

If that information is easily recovered, then why is Tony willing to kill himself over preventing Osborn from retaining it? There has to be information in Tony's head that Osborn won't have the ability to recover. Or else, Tony is an idiot.

    As for why Osborn doesn't just hunt down everyone that hasn't registered, or has gone rogue? Two reasons: one is that it's more trouble to do that than to try and capture Stark and take the information from him, since Norman's hunting him down to steal the Iron Man secrets and get revenge anyway. The other is that it's not all that easy to do, apparently... look at the paucity of SHIELD records on heroes before registration, and assume that the heroes weren't trying half as hard to keep from being discovered before the war.

Heroes who never registered don't matter in this case, not even Stark had their information. It would just concern characters who left the Initiative after Osborn took over. Not sure who they are though, especially since it only matters if they had secret IDs.

Osborn should be able to track down the previously registered heroes with ease and get them to resubmit their information.

As for unregistered heroes, I'm not sure if they really present a problem for Osborn. With the exception of Spider-Man, all of their ID's are publicly known. The world even knows Daredevil is Murdock in a sense.

Of course, because of the story, Osborn isn't going to go full on trying to capture the unregistered heroes.
