The information in Tony's head that Norman can't be allowed to acquire isn't JUST the registration database... although that's a pretty scary thing in and of itself... it's also the data on Stark's inventions, which, no matter what Norman might claim, he still isn't smart enough to nearly equal.

No it's not. The only thing that Stark is trying to prevent is Osborn getting the SHRA database. That's the only thing Osborn is trying to get there. Osborn getting Stark's inventions isn't a part of that story.

I don't think it's nearly so easy as all that to re-track those heroes to resubmit their information... quite a few of them would not give it back to Osborn, near as I can tell, and, even if they would, Tony would not want them having no choice in the matter to be on his head. The crushing guilt he's been feeling since Bill Foster and Happy Hogan died would see to that.

Given what we know about the situation, the only people Osborn doesn't have information on is people that:
a) never registered in the first place
b) people who registered, refuse to give Osborn the information, and left the Initiative.

Now, even Stark doesn't have that information for group A. So only group B matters. Yet there aren't many in that group. We've yet to see many members leave the Initiative, and for those that did, they would be hunted as criminals (like Gauntlet and Tigra).

But for this issue, Osborn would still have many of their information. Many of them already have public IDs (like Justice and Gauntlet). Some of their ID's are still secret, but SHIELD already knows them. Anything SHIELD knows, HAMMER/Osborn should know.

Think of the specific characters that Stark is protecting here. How many can you name?
