    Registration entails answering some questions for SHIELD and being trained by The Initiative, operated by SHIELD. Being trained doesn't guarantee a spot on any team. It's just part of the registration process. Butterball is one of the characters from The Initiative who trained and registered, got his card, but wasn't admitted to any team.

    There were a handful of superheroes (Firestar) who stopped using their powers, and nothing seemed to happen to them, but it was made clear via Jessica Jones that you can't just opt out of registering.

If you have a power that they want, then they will in a way draft you like they did with Cloud 9 while making it seem otherwise meaning certain parties were manipulating things to control certain people with certain abilities for their own benefit like Tony Stark who wanted to change the world which he saw fit. Cap knew this was going to end in disaster, especially when it was public knowledge that the government would have access to the superhumans' identities which would put these individuals and their families in danger, and despite what Tony thought, registration started with paper which got passed hand by hand before entering the computer which Tony put securities which are probably very hard to break, but not impossible, despite what Tony thought based on arrogance. There's probably a copy that neither Tony or Norman knows about that someone with ignoble ambitions has and plans to use when the time is right.

Tony Stark was an amateur given a job, directer of S.H.I.E.L.D., which he had no skills or training for but got since he was a founder of the Avengers which was because he had the money and resources, while also being a brilliant inventor which he arrogantly believed compromised with the skills he lacked which were needed. He obviously got the job because certain people thought he was easy to manipulate and he was with his over-compromising which would give them both access to the superhumans and Tony's technology, which in time they would despite what Tony thought about himself as if the human race was below him, and the fact that he was reckless and could easily underestimate people. In short, the registration act, as the way it was, was very easy to manipulate and corrupt.
