I think the NA arc takes place AFTER this. Usually these character focused minis are a bit behind on the major story arcs of the big books. I remember Namor's mini being slightly off at the time too, but it made sense in the end.

It's a different Mr. Fear. The one fighting Daredevil was also fighting against the Hood's gang, and is still in Ryker's.
This one in the Hood's gang is like...Fear #4. I don't even think he's been a Daredevil villain.

He isn't doing respect through fear. He just thinks it'll work better if they all stick together. And for most of these guys, initimidation is what works.
