    What exactly would it take to make Panther and Storm top-tier characters...not only in the Marvel Universe but in society's collective mind?

It would take alot, because there are several problems with the characters if you want to make them popular. How many people say that Storm and BP are their favorite characters? If so, why do they like them?

One huge problem with both is that neither really has a good or popular personality. While they both have distinct personality, BP is perfect, Storm is motherly, neither is really very good from a story telling perspective. So you would have to fix that.

Stories with royalty isn't really that exciting anymore, nor unique. There are various kingly superheroes. It restricts the storylines somewhat, but doesn't replace them with any good storylines. No one wants to read about King Aquaman, and JMS was wise to drop the King Thor Ruler or Asgard thing pretty early.

Being based in a small African county isn't a selling point as well. Readers have problems relating to characters from exotic locations.

    What would it take to make society stop and say "Wow...Panther and Storm are cool!" \(\?\)

Make the cool. In stories, especially visual ones, it's always a better idea to "show instead of tell". Don't just tell me BP is cool, but show me.

The marriage was a huge mistake, and really harmed BP as a solo character. I think the best thing right now would just be to have them join an Avengers team (Mighty?), and just take Storm completely away from the X-Men.
