    My list:

    1.  The Kree Supreme Intelligence-committed genocide on its own people in a hope to evolve them. 

    2.  Red Skull-Even other villains detest him.

    3.  Mephisto-has a whole realm dedicated to the suffering of others and seeks to expand more by promoting evil for evil's own sake.  His evil tends to be more personal than that of other villains.  Of course, its possible some other hell-lords have done some nastier stuff.  At times it is hard to tell them apart.

    4.  Thanos-wiped out half the universe in a vain attempt to win death's affections.

In Thanos's defense (hah!) he explained to the Silver Surfer that the universe was  overpopulated and that worlds like Earth (and other worlds he showed SS) did not have enough resources to support the influx of new births.

It's an opinion I share.

    5.  Ultron-the ultimate evil machines can represent.
