I'm really not sure how much of a reset button we'll get. We'll certainly get one, but there's likely to be a lot of cosmic restructuring to go with it.

    What's the deal with him anyways? Did the Runaways avert the divergence that would make him Victorius? Was Victorius destined to be more powerful than Ultron? Why is his body going all grid-circuity - is there less cloneflesh to him than when he started? Only mildly curious but with all the other Runaways dead, he's the only one left to care about and speculate about in this Event.

No, the Runaways did not avert anything. Victor becoming Victorious is still a looming threat. I don't believe in destiny, even as a plot hook, but it's not really answered one way or the other: Victor could always be a pawn of Ultron, or Ultron's arch-nemesis.
