    While Simon's been shown to be discombobulated a little extra by electricity, Electro's too big an idiot to successfully pull something like this off. I suspect it'd be possible if he wasn't, though.

I think that he can.
I quote Marvel Knights Spider-Man : Electro was taught by Doctor Octopus during a stint in prison that he could ionize metals.

Electro learns stuff like that all the time; much earlier, for instance, he had learned to disrupt Spider-Man's wall-crawling with electrostatic discharges. But he forget the tricks once they fail against someone, and, moreover, his most recent power shift seems to have dampened his electrokinesis in favor of giving him an energy form with a higher power output.

I'm not even sure it's an issue of knowledge or aptitude, really. Electro's backstory is that he was the best lineman around and his debut story shows him as a master electrician. His powers genuinely do seem limited to a relatively crude manipulation of electrical current and the occasional, generally unsubtle trick with electromagnetism, such as his ability to climb metallic supersructures seen in his first appearance or his ionizing trick in MK Spider-Man.

Magneto, by contrast, has been shown to tap into the Unified Field in a way Electro likely cannot. Critically, Electro seems to lack Magneto's ability to consciously perceive and manipulate subatomic particles on subatomic scales. Instead, Electro is limited to macro applications of his power, meaning that specifically affecting complex and novel energy fields is probably beyond his powers.
