The Skrulls have an excuse. They're from the Deviant branch. The potential for mutancy is supposed to be in the flatscan branch they wiped out. But even then you could argue they did evolve...the dire wraiths were also of that Deviant branch and evolved differently (then again sorcery may have caused their mutation). Plus mutancy has found its way into the deviant Skrull branch so that may imply that some of the flatscan Skrulls have passed their genes down to their mostly deviant Skrull descendants.

I guess the Kree don't have an excuse. I think it's been implied that the pink Kree are just mongrel Kree who are not full blooded Kree like the blues (I wonder where that black Kree Mon-Tog came from).

I personally have always wondered if there were any Kree Deviants left. We recently saw a Skrull eternal in Secret Invasion and one of the flatscans in Blackwulf. If we could just get the Kree Deviants the whole paradigm would be fleshed out.
