Hmm. I can't think of any exceptions to that, so I'll buy it. And in fact I like it. It's coherent. And even better, it helps clarify the inherent conflict between Zeus and Pluto, and likewise between Odin and Hela. Zeus rules living Olympians, Pluto rules the dead ones. Odin rules living Asgardians, Hela rules the dead ones. This gives Zeus and Odin a self-interested reason to keep their people alive, and gives Pluto and Hela a self-interested reason to scheme toward genocide.
