It really isn't, if you look at his first appearance (Amz 300) you see him try not to kill a cop and, after he does, lament on how innocent death is always unpleasant and that he regrets its necessary.

Michelinie said in an interview once that he intended Venom to be "a Superhero that just happened to be completely insane" (I've always liked that description).

So its always been at the core of Venom as a character

If you are Venom, there are a million ways to not kill a person. Knock out, web them up, scare them with that crazy ass tongue.
