As for the murders he committed that became public knowledge, it can only be assumed that he bought some seriously high-class lawyers to get him officially pardoned (i.e. setting someone else up as having framed him, or having the police offically classify Terry Kidder's murder as death by suicide or a random drowning incident, or whatever).

It should also be noted that he could have easily done the whole "insanity" defense. And that's at least likely given his history, and the fact that he has shown to be on medication.

Also, it would be next to impossible to prove that he committed certain crimes, simply because of lack of evidence and because he could always claim it was someone else. Remeber, there have been like 5 different Green Goblins, not to mention Hobgoblins and other similar villains.

And last, some things could have been Mephisto-ed out. It's not like Harry's death had anything to do with the marriage, so it wouldn't be that far of a stretch. "Public forgets Norman was the GG" is an easy solution.

It's not as bad as "Norman's been innocently in Europe for 5 years".

Also, the Thunderbolts tie in had the team fighting the Skrulls in Washington, with Osborn taking the lead. Besides just the main series.
