Several things to consider here.

- It is a fact that there have been many Green Goblins
- Nobody knows how long Norman was the goblin
- Norman was subjected to a drug that affected his mental state
- He purposely wears patches to keep his sanity
- There is a lot of proof he never knew he was the goblin

So not only do we have little proof of Norm doing anything wrong, but there is a serious question as to whether or not he would even be responsible. He is at least a sympathetic man looking for redemption. He's also a great example of why registration is necessary. Give all of this to a smart man like Norman to spin.

After Civil War, the Thunderbolts became very poplular and were requested to be Colorado's Initiative team.
