There is no way that Kingsley is finished for good. I agree it was either his brother or a duplicate or an LMD or something but it wasn't Roderick.
While I can see Marvel wanting to jettison the past Hobgoblin baggage and starting over with a new one that is intended to be superior to the pretender Macendale, I can also see that Kingsley sent in a decoy to scope out the goblin lair.
Kinglsey is no one's fool and wouldn't just blindly walk into a place that he hasn't been to in sometime and that Osborn could have booby trapped with ease.
I see this story arc ending with a battle of the Hobgoblins.
For the time being he is dead. It doesn't matter how he comes back (decoy, ressurection or god have mercy, a clone). If it doesn't happen within this story arc, or the next, he can be counted among the dead. It doesn't matter how popular he is here on this forum, or with other older readers, to people like me (who started reading more or less reguarly during the 2000's) he is virtually unknown, and Marvel is supposed to be aimed at younger readers (not above 20), who has no relationship with any hobgoblin. But as I said, if it happen within this or the next story, we can count him dead. But we'll probably get another Kain like ressurection, that is my bet anyway.
