No to the Secret War connection. For starters, you're right, it isn't far enough. Second, at the time, Gabriel had been taken in by the government and remained there until Norman Osborn liberated him for his nefarious schemes!

Lastly, SecretGoblin made very clear he'd never fought Spidey in combat before and implied even further he wasn't very familiar with him whatsoever.

Gabriel, by that point, had fought Spidey both as Gabriel and the Grey Goblin (and incidentally, he already had a Goblin identity - why steal one he knew his father strongly disapproved of?), and even knew Spidey's secret identity. So no, von Bardas' Hobgoblin wasn't Gabriel.
