I share your analysis: in term of ranking, I too have the impression that Norman Osborn & Mac Gargan benefited from their appearances in the Thunderbolts & Dark Avengers books.
At the same time, Venom is often the main protagonist of his own book and Doc Ock fraudulently replaced Peter Parker during the Superior Spider-Man run.
So, I guess that it may not be the one & only explanation.
I am not surprised by the scores of Sandman, Rhino & Electro either: indeed, they have become Marvel villains who tend to appear in a lot of different places.
I see that the Lizard & the Vulture still appear frequently.
I wonder if Kraven & Mysterio are far behind.
Character appearances in the first 120 issues is more or less default. Green Goblin and Doctor Octopus are still the #1 and #2 Spider-Man villains.
Yes, on the GS&B Board, Paladin & I were just talking about the Silver Age Green Goblin & Doc Ock.
These days, one of my pet ideas is that six villains have been the primary members of the central rogues gallery ever since the Silver Age:
- The Vulture
- Doctor Octopus
- The Lizard
- The Goblin
- The Hunter
To be sincere, it is far from a novel idea: I picked up four of the original members of the Sinister Six, the Lizard and the Green Goblin.

In my opinion, just like Doctor Doom, Mephisto and a few others, Kingpin has become one of the main villains of the superhero community as a whole, even if he remains a very important foe of Spider-Man and the archenemy of Daredevil at the same time.
Post-scriptum: I didn't take Marvel Team-Up #1-9 into consideration and, thus, didn't include 2 appearances of Sandman and 2 of Morbius in my counting. Otherwise, Sandman would remain in the 9th spot whereas Morbius would move up to the 10th spot (ranking above the Enforcers).
