Kal-El was Superboy. Kal-L was never Superboy. The distinction came in the late 60's and throughout the 70's. Every story in the 40's and 50's that refered to Superman as Superboy was later attributed to Kal-El. This was cemented also by the fact that Lex Luthor was revealed to have been Superboy's friend, before they became enemies. Once that started, most if not all previous Superman vs Luthor stories were attributed to Earth-2.

That said, there were occassional Superboy or Superman tales that would fly in the face of later continuity. These stories were probably listed as an alternate Earth.
