Superman using the Phantom Zone technology to create a fallback plan in case Krypton's fate should ever befall Earth sounds to me like something Superman would do. Plus, I like it because it is very much like the pre-Crisis Superman, who was often performing various experiments or creating things at the Fortress.

Superman using the Phantom Zone as a safe haven for imperiled humans is a good idea. Two problems with the story though: First, Superman apparently failed to do a thorough search of the Zone. He set up a safe haven in there without realizing Zod was hanging out there. Second, he for some reason decides the device is a bad idea and gives himself super-amnesia so he forgets about it (or whatever the explanation was), but he doesn't destroy the device, so the evil sorceress is able to get her mitts on it. It all makes Supes seem a bit dim.
