That fits better than a teenaged Clark with the Superman symbol on a shirt he's wearing a jacket over. Unless young Clark wore something like Kon-El's first costume when being "super-boy", it must be Jor-El.

One problem with this idea.

Jor-El is now depicted as having had a beard, at least according to the Fortress projection.

This leaves us scratching our heads over the panel, since neither possibility seems to hold up.
