Why does a writer's ability to understand one character mean that it's easier for him to understand another character, especially when the characters are as different as the Man of Steel and the Hulk?

Because most writers complain about writing Superman because he's so strong. Greg Pak might not have as much a problem because he has a history writing strong characters.
