Luthor was rebooted by John Byrne as a kind of evil corporate tycoon who eventually became president.

Now he's back to being a mad-scientist who is xenophobic towards superman, but willing to work with a lot of evil aliens superman defends earth against.

Like you I don't like modern Luthor at all because i can't see anything credible in him.
I *Think* the Byrne buisnessman is still canon, but that in a way just makes current on-the-run 'mad scientist' luthor even more ludicrous as he's no more a threat than the likes of charlatans like Thaddeus Killgrave (remember him?) or Emil Hamilton/Ruin.

Luthor as Buisnessman/Overlord was a way more credible opponent as he was effectively above the Law, or hidden by it at least and had his finger in everything.....
