So are you saying no scientists can be a threat? I think it all depends on how they are written.

Right now Luthor is written as a disposable Killgrave/Ruin mad scientist, don't worry about the logic of their motives motives - they're just bad guys!
Mad scientists are stock villians in comics, whereas Luthor is supposed to be Supermans arch-villain, so to reinforce the characters credibility and effectivness you need to make his grudge personal and explain why it is he's a threat. Neither of these things exist at the moment and he's now more of an out-of-his-depth opportunist, in the same vein as he was in the first two movies.

I just can't take that treatment very seriously. \(fear\)

Lex's motivations were made clear in "Up, Up & Away". Lex is jealous of Superman because the people love an alien more than they love him. Lex has maintained that if not for Superman, he'd be able to do all these great things and yet, when he was missing for a year, all Lex could do was rant about Superman. And then he tried to make himself into Superman.

Besides, Lex has been a scientist under Byrne and Wolfman. He just ran Lexcorp more than he sat in a lab. What make Lex dangerous is that he's smarter than Hamilton and Kilgrave. That's why he's in Sam Lane's custody and not the two of them.

"Secret Origin" is about to hit soon. You can read it for Lex's reasoning.
