Not really. The general consensus at the Comic Battles Message Board is that Silver Surfer is a lot more powerful than Superman.
Thor, Sentry, Gladiator and others, are pretty much on par with Supes as well... of course that Superman is the original, which gives him a respectable edge.

As per David Hine's run (which ended in issue #184) this argument might've been valid, but not today. Ever since Spawn #185, a new (blond) guy has become the new Spawn, and he's slowly learning what he can do.

Not in the DC Universe, he really isn't. He's the most respected and "iconic", but not necessarily the most powerful. Many others can be argued to be either on par or above him in terms of power-levels.
Any Green Lantern, Wonder Woman, Captain Marvel, Mon-El, Supergirl, Power Girl, Dr. Fate, Phantom Stranger, Zatanna, etc.

Here's the "because" part of the answer. The fact that Superman has been given these enemies comes from the fact that they were created in an era in which Superman's primary demographic target was kids... adults weren't meant to read comics then. So, Superman was given one million super-powers because kids wanted to see him doing all those things, and many of his enemies were made so ridiculous to be more "kid friendly".

Not really, despite the valid efforts made by many in the last few years to re-vamp these guys into more tangible threats... well, they're more threatening than before, but not to Superman.
The deal with them is that they're not supposed to pose a physical threat for our hero, but they'll just create such a mess that will affect the whole city, that Superman will have to use his powers to end the threat first, and going after the guys later.
Of course, they always get caught, but in the meantime, we've seen Superman struggling against gigantic toys, or against some ludicrous -- but dangerous -- pranks.

Disagree on that line of though being applied to Luthor. If you can say that about Luthor, then the same can be said about Batman.
Both, Batman and Luthor, can take down anyone. If you don't believe me, read "JLA: Tower of Babel", and that storyline in which Swamp Thing attacked Gotham to rescue Abby. In it, Luthor was called in to take care of Swamp Thing himself... and he did it!

Another one who's not supposed to be a physical threat, but he's dangerous for other reasons. One: he's got the power of the media, something that isn't strange to Clark (who's a reporter himself), but he's a lot more inescrupulous in the way he uses it; Two: he's connected to Darkseid. So, somehow, he poses some level of threat.

Not really. You already mentioned four: Doomsday, Metallo, Darkseid and Brainiac. Let me add some more:

* Mongul
* Bizarro
* Atomic Skull
* Cyborg Superman
* Neutron
* Parasite
* Subjekt-17
* Superboy Prime
* Mr Mxyzptlk
* Ultraman

Those are just some, but there are more. Not all of them are well-known, but remember that in movies and TV shows, we've seen very little of them, and some haven't been seen at all. They mostly tend to use Luthor in movies, too.
