It's both of those factors if you're being honest. Generally they are presented as absolutely overwhelming for their first two appearances and thereafter inexplicably turn to mush. Reduced to Walking punch-bags.
The problem with a Superman in the Marvel Universe, and being based on earth, is that if they are even half competent (I point to Blue Marvel in particular) then the Marvel world should be a very different place.
You can't hide a competent Blue Marvel or Hyperion under a bush, they are either proactive in the world around them or they are without conscience and stay above humanity, with great power comes great responsibility after all. Hence the reason The Sentry had to be mentally handicapped, as originally presented he would make nearly every other hero on earth redundant, hence the dichotomy between Paul Jenkins version and basically everybody else's. Jenkins was writing a faithful interpretation of the archetypal Superman to a large extent, so too is Jonathan Hickman with Hyperion.
But introducing a half hearted 'Superman' simply isn't sustainable in a world of well established Avengers and X-men, Hyperion inevitably detracts from those around him and at best will end up as Wonder-Man... just as Blue Marvel has. A sweet guy, but in every sense utterly ineffectual. A limp rag destined to be Side-lined and diminished...





Would you say that this is also the problem for the real Supes, as he is either shown as being basically a one man JLA team by himself, able to take out team busters like DD/darkseid, or else has to be watered down to where batman looks like a better go to guy many times?

Think that Marvel has had the itch to have Superman in their stable, but since cannot, must make up their own versions of him, and they deep down would have to sdmit big blue is what they crave, so once in a while show their version to be over the top, like current hyperion/sentry, but usually have to save face by making him cannon fodder for their "Top guns!"

It is sad though that marvel can write in blue marverl or sentry done right a better Superman then DC can right now!
