Well having a vital role doesn't necessary corespond to power, in past issues Odin has shown feats that are on par as Galactus. Even if he doesn't have a official role I've always seen Odin as kind of a spokesperson for the Sky Fathers and his power alone should make the other Cosmic Abstracts atleast consider him in universal affairs kinda like the appearance of Zeus and King thor in that horrible Starlin storyline "The End" or something. They may not have been the primary power players but atleast they were there. Perhaps their roles could be the representives of the "divine" or mortal consciousness given life.

This is where I think DC does it better, they have no problem showing Zeus and High Father as peers too the Specter.

I pretty much dismiss "The End" as much as possible because I never understood why the Living Tribunal would want to call Earth's heroes into battle. Where were other skyfathers from across the universe? The Vishanti? The power of skyfathers is all over the place so I don't think it is power that decides. Why not a skyfather from the Kree galaxy or some other distant galaxy? It is problems like that you risk running into. Also, skyfather for the most part have shown only concern with their own realms and little interest outside it. I know Odin has been somewhat of an exception by seeking information about beings outside and it have been hinted that he had greater influence than other skyfathers it would take something great for me at least to consider him to be worth being part of the cosmic council.

I don't know much about DC, but I assume you are referring to the Quintessence? I have never quite understood DC gods. They get their power from faith, but does not require direct worship though the veneration of whatever they represent still gives them power. I also question why Zeus instead of other gods such as Odin or Ra. Is he just more active in intersteller affairs?
