Thor did NOT bring "everything he had" not even close. No Anti-Force blasts. No Molecular re-arranging. No matter re-arranging. No God-Blast. No blast of Purest Lightning. No Spear of Wind, that can give pause to even Sky-Father level beings. No teleportational powers. No Power of a Thousand Suns in an attack(That had even Surtur admit would defeat him). On top of all of that Thor wasn't even in true Warrior's Madness.

Actually he did blast the Hulk with lightning. Betty Banner who is watching her Hubby go at it against Thor saw him get hit with it on a monitor screen.

Ok he didn't use all them other powers, granted, but... what use woudl they be to him against a barrage of Hulk rage?

Power of a thousand suns? Thought that was Sentry's schtick.

But how was it not true warrior madness? I mean, Thor looked very intense. He even told the military to keep out of it because he was going to use WM...So I dunno.

Maestro was using everything he had. Thor, on the other hand, wasn't using anything near everything he had. To quote the green guard at the door to the Emerald city in the Wizard of Oz....

"NOT NO WAY!!!! NOT NO HOW!!!!"

How old are you? :-/

In a physical sense, Thor was using his all. I don't doubt for a second that Hulk was not giving any less to the fight than 100%.
